Adam Pearce is filling in logic gaps to WWE programming.
With it being Royal Rumble season, superstars on both Raw and SmackDown have been declaring their intent to enter the Women's or Men's Royal Rumble. While someone like AJ Styles can simply say, "I'm in the Royal Rumble," a wrestler like Drew Gulak has been told he can't just declare and must instead earn his spot in the match.
Why are there different rules for different superstars? Not General Manager Adam Pearce took to social media to explain.
It’s actually pretty simple: Those that have been granted the ability to simply declare entry into the Royal Rumble *by management* are free to do so. Those that haven’t must qualify. I don’t write the rules, I enforce them. --

That settles that.
It is unknown which superstars have been granted the ability to declare and which haven't. The only way to find out is to simply declare and see if Adam Pearce magically appears and says, "not so fast, my friend."
