Seth Rollins was just trying to rally the brand.
WWE Raw opened with Seth Rollins holding a Town Hall Meeting with the rest of the Raw locker room (minus Becky Lynch). During his "rah rah" speech, Rollins told the Raw roster that they sucked, singling out Randy Orton, Charlotte Flair, and Rey Mysterio for their failures at Survivor Series and kicking AOP to the back. Rollins was displeased with how the red brand performed at WWE Survivor Series, where the brand won just one match in the battle for brand supremacy. By the end of the segment, the entire Raw locker room, with the exception of Kevin Owens, left the ringside area.
The promo actually began with Rollins shutting down "CM Punk" chants from the Chicago crowd, saying he tried to get Punk to come to the show, but that Punk would rather sit behind a desk.

Kevin Owens took offense to Rollins' comments, delivering a Stunner to Rollins before leaving the ring himself.
