The NCIS' full investigative report into Ashley Massaro's 2007 rape allegations has been released.
After Ashley Massaro died in May 2019, an affidavit was made public where she alleged WWE covered up that she was sexually assaulted while on a military base in 2007.
At the time, WWE published the following statement regarding the allegations:
At no time was Vince McMahon or the management of WWE ever informed by Ashley Massaro or anybody else that she had been sexually assaulted, drugged, raped or sodomized by a military doctor with a nurse standing guard while on a goodwill tour in 2007 to U.S. military bases in Kuwait. In fact, if she ever articulated such a claim to WWE, we would have reported it immediately to the Base Commander.
At no time was there ever a meeting with Vince McMahon, Kevin Dunn, John Laurinaitis or other company executives in which she told them of such a claim and was instructed to keep it quiet.
The NCIS responded to a request from Wrestling-Online.com before the full investigative report into the allegations and the request was upheld with minor changes to redact the names of individuals involved, the name of the agent who conducted the investigation, and other personally identifiable information.
The investigation was opened on June 28, 2019, after a report from the US Air Force of Special Investigations issued a report concerning Massaro's allegations. That organization and the US Army Criminal Investigation Division conducted the initial investigation before handing it off to the NCIS after they were unable to locate the alleged crime scene.
The report from the AFOSI stated that Ashley was treated at Camp LSA on July 2, 2006, by a former US Navy Lt Physician Assistant.
Ashley Massaro's medical record was reviewed by a US Navy OB/GYN Speciality Leader (whose name was withheld), and nothing in the record supported the claims of sexual assault made by Massaro.
EXECUTIVE SUMMARY
1. This reactive investigation was initiated on 28Junl9 following receipt of information from US Air Force Office of Special Investigations (AFOSI) regarding a possible sexual assault that allegedly took place in 200G at a Naval Clinic aboard Camp Life Support Area (LSA), Kuwait. The incident involved deceased civilian World Wrestling Entertainment (WWE) personality Ashley MASSARO. As background, in an affidavit signed prior to her death pertaining to her lawsuit against the WWE, MASSARO claimed that while on a USO tour to Kuwait in "2007", she was taken to a medical facility to be treated for dehydration and/or and was subsequently "raped" and "sodomized" by an individual she believed to be an active duty military physician while an unknown female stood guard. AFOSI and US Army Criminal Investigation Division (USACID) conducted initial inquiries into the allegations and provided results of their investigation to NCIS. An interview of MASSARO's attending physician was conducted. An unsuccessful attempt to locate the alleged crime scene was conducted. All logical investigative leads have been exhausted. To date, no subject, scene, or witnesses have been identified. The reported victim is deceased, and no prosecutorial venue exists within the NCISRU Corpus Christi, TX area of responsibility. This case is closed.
1. This reactive investigation pertains to suspected violations of Article 120 (Sexual Assault) of the Uniform Code of Military Justice (UCMJ) or Title 18 U.S.C. 2242 (Sexual Abuse). On 24Mayl9, the Air Force Office of Special Investigations (AFOSI) initiated an investigation into this allegation. Additionally, Army CID has conducted investigative activity pertaining to this investigation. However, on 28Junl9, NCIS assumed primary investigative authority.
2. Subsequent to the submission of Reference (E), on 24Jan20, a review of Ashley MASSARO's medical record was conducted by CDR MC, USN, OB/GYN Speciality Leader, BUMED. The record review did not indicate anything indicative of the allegations of sexual assault provided by MASSARO. Exhibit (15) provides amplifying details.
3. All logical investigative leads have been exhausted. To date, no subject, scene, or witnesses have been identified. The reported victim is deceased, and no prosecutorial venue exists within the NCISRU Corpus Christi, TX area of responsibly. This case is closed.
The USACID was able to obtain medical records indicating that Massaro had been seen by a physician's assistant on July 2, 2006. That assistant, whose name was withheld, was then interviewed as part of the investigation.
The physician's assistant recalled that Massaro was complaining of abdominal and pelvic pain. He also noted that Massaro was accompanied by a male that he did not recognize, claiming that the mail was acting skittish and strange.
It was said that Massaro agreed to a pelvic exam with a female Corpsman in the room.
The physician's assistant noted that he didn't see Massaro leave the facility but said she could have been resting and one of the Urgent Care Bays. It was also said that he did not see Massaro crying or upset during the exam nor were there any that made him think she was sexually assaulted.

In the wake of sexual assault allegations against Vince McMahon, a previously unreleased statement from Massaro accusing McMahon of sexually preying on wrestlers surfaced. Fans can read the statement here.
A lawyer for John Laurinaitis, who is named alongside McMahon in the recent disturbing allegations, objected to the use of the term "cover-up" in regards to the rape allegations made by Massaro but confirmed that Laurinaitis was aware of the allegations and said most in upper-level management of WWE were aware.
