- Akira Tozawa entered at number eight. He is active on WWE Raw, but did not declare beforehand. He was attacked by Camelo Hayes on his way to the ring and did not officially enter. IShowSpeed took his place.

- Sheamus entered at number nine. He is active on WWE Raw, but did not declare beforehand.

- Jimmy Uso entered at number ten. He is active on WWE SmackDown, but did not declare beforehand.

- Andrade entered at number 11. He is active on WWE SmackDown, but did not declare beforehand.

- Ludwig Kaiser entered at number 13. He is active on WWE Raw, but did not declare beforehand.

- The Miz entered at number 14. He is active on WWE SmackDown, but did not declare beforehand.

- TNA Champion Joe Hendry entered at number 16. This was his first appearance in the Royal Rumble.

- Finn Balor entered at number 18. He had been off television since losing to Damian Priest in a street fight on the January 13th episode of WWE Raw.
